Dr. Shakir Shatnawi is the president of Shatec Engineering Consultants, LLC, a consulting firm which provides highway and pavement engineering consulting services. Dr. Shatnawi holds a Ph.D. in Civil Engineering (Pavement Engineering and Materials) (1990), a Master’s degree in Civil Engineering (Construction Engineering and Management) (1985), and a B.S. degree in Civil Engineering (1982). His professional experience consists for 20 years working with the California Department of Transportation (Caltrans) and 12 years working as a private consultant in addition to other previous experience with the Federal Highway Administration (FHWA and California State University, Sacramento. While working for Caltrans from 1991 to 2010, Dr. Shatnawi was involved at various engineering capacities starting as a Transportation Engineer, then promoting to a Senior Transportation Engineer, then promoting to a Supervising Transportation Engineer and finally to a Career Executive Assignment (CEA3). He served as the Caltrans State Pavement Engineer Caltrans overseeing Caltrans pavement standards and was a member of the Caltrans Pavement Standards Team which was the body responsible for the statewide pavement standards and implementation covering a wide range of pavement issues including asphalt rubber.
Dr. Shatnawi served on a number of industry technical committees dealing with pavement specifications and construction standards and served on various national expert committees such as the National Cooperative Highway Research Program (NCHRP), the Strategic Highway Research Program (SHRP) and Pavement Preservation Expert Task Group. Dr. Shatnawi has been member of the International Asphalt Rubber Conference technical committee since its inception, and has chaired a number of conferences and workshops in California. He developed and conducted numerous pavement and QC/QA training classes for many members of industry and public agencies. He taught highway and transportation engineering at California State University, Sacramento for five years and was an author of numerous papers related to asphalt rubber. |

The use of rubberized asphalt/asphalt rubber in the rehabilitation of flexible and rigid pavement systems has been shown to improve the performance of these systems and extend their service life. This strategies has been widely accepted in states like California and by many countries.
The presentation explores the main rubberized asphalt strategies, their standards and performance. It will explore the cost effectiveness and the environmental benefits of rubberized asphalt in roadways. It will discuss design concepts, specifications and life cycle cost analysis. |

RAR2022 will focus on any and all rubberized asphalt materials containing scrap tire rubber, from a low percentage such as 5 percent to higher percentages above even 24 percent. Since there have been so many recent significant changes in the testing, specifying and application of scrap tire rubber in asphalt this Conferences focus is literally on all types of asphalt binders or asphalt hot mixes containing any percentage of scrap tire rubber, as well as both wet and dry applications. In addition both generic and proprietary rubberized asphalt products can be reported. Case studies, environmental effects and benefits, cost effectiveness of many paving construction materials and techniques will be presented.
